PETALING JAYA: The government intends to implement the end-of-vehicle-life (EVL) policy in 2015 or 2016 with the initial target of scrapping vehicles of 20 years or older.

According to a report in Nanyang Siang Pau today, the authorities concerned have already approached the relevant parties, including vehicle part recyclers, on the implementation of the policy.

The relevant parties will also visit Japan to get the latest knowhow in the automotive recycling industry.

Malaysia Automotive Recyclers Association president Gwee Bok Wee told the daily the government intends to implement the EVL policy in stages starting next year or the year after, depending on market response.

It is not the first time the government intends to implement the policy.

"Its plan to implement the EVL policy was scrapped some years back due to strong public objections. The policy is good for the protection of our environment but the majority of the public are not educated about its benefits," said Gwee.

He said the association, which is working with Malaysian Automotive Institute on the policy's feasibility, has proposed that for starters, the government scrap vehicles of 20 years or older.

"In some countries, the scrapping of old vehicles is mandatory. We recommend that in Malaysia, motorists be given the option, meaning they will have their old cars scrapped on a voluntary basis.

"Owners of vehicles aged 20 and above can choose to go for the yearly free inspection, which is aimed at raising their vehicle safety awareness."

Gwee said once motorists have a higher level of motor safety awareness, they will choose to scrap their vehicles when they are unable to meet safety requirements.

"The policy will help towards protecting the environment. First, reusable parts can be refurbished and recycled. Second, the scrap metal can be recycled to obtain raw material for the production of new vehicles," he said.

Those country car price is not like in Malaysia, they can buy new car every year in cash, so before implement VLP, they need to abolish the tax and all other stupid tax.

My only grouse is that taxes are way too high.

Make it affordable for average income earner to purchase a brand new car every 10 years or so, then maybe this policy may work.

Take it easy bro we are just sharing views here...

Perhaps, people may consider if car prices are low by removal of excise duties. What we canít afford is when car prices are already high and G want to implement this policy. If Govt really care as they always claim, they should only select one and remove the other.

AS we have experience ourselves, some of the older cars like our great Mercedes are much more well made compare to the modern cars. It may not have fancy electronics to break down and what amaze me if that it is simple to fix with over engineered components. These cars are made to outlast the owner.

If safety of the vehicles is a concern, we would like to have some statistic on :
(a) Percentages for cars involved in accidents according to age?
(b) In cases of deaths, percentages of cars involved according to age?

As mentioned earlier this issue has cropped up several times already, but I believe the biggest resistance is the second hand market.

As the cars were bought at a much higher price, if the excise duty is removed and the new selling price is lowered, what will happen to the older cars? some with 5-9 years loan. the new car is cheaper than their loan balance.

Based on the report, over 600,000 vehicles are to be registered this year, if we assume 70% are on a loan 5 years or more, the loan market will crash, and so will the used car dealers.

Many blame the cronies, AP, NAP. but I believe the problem lies with the very HIGH amount of loan by the banks involved.

Please donít be mistaken, we are all up for fair trade and competitive pricing, but until now, we have not heard or read of any concrete solution to address the issue.

I hope this matter will remain as proposal until they bring those excise duty on new cars.

Lastly, everywhere you read about high cost of living. The recent hike on petrol is not helping either.

So I hope Government are reading this thread. Cut us some slack and give us some breathing space to enjoy our passion with our old beloved Mercedes Benz.
